I think the 24/7 policy is a good idea.
Although some parents may allow their children to drink, they shouldn't allow them to be reckless in society. If these students are, then they deserve to have some privileges taken away from them. They deserve to have extracurriculars taken away from them.
Some may say that this is too harsh and it creates more exclusive parties. Although that is true, it limits the underage drinking to an extent and some improvement is better than no improvement.
After hearing what some kids did ("defecated in a piano and filled water guns with urine, spraying them across the home's furniture"), every parent should be against these parties. What would you do if that happened to you and this policy wasn't around? There would be no justice.
Sucks for you.
